TVC Skyshop – non delivery of Product even after payment

had purchased Nuclear SX 5.3i Smartphone, on line from TVC SKY Shop. The details are as :

But almost 4 months passed but TVC skyshop is not responding. I have writtrn several emails on following ID [email protected]” neither they are refunding Money or giving any information.
I have tried to contact their customer care on following numbers;
9223111014 / 9223111015.
but they are not picking up phone.
Should I go to consumer court. Pl advice.
