Sub:- Monthly Elec.Bills – inconsistency in Billing Periods – Excess charging – Grievance.
Ref:- My S.No.AZ039982.
I would like to bring to your notice about my grievance caused on account of untimely monthly billing being made by the Asst.Engineer, TSSPDCL, C/o.Fuse Call Office, Lalbazar, Thirmulgherry, Secunderabad-500015. The Field Staff are taking meter readings for 28 days; sometimes varying from 30 days to 35 days, resulting high billing charges to me as the Slab Rates change. I am furnishing below the last SIX MONTHS BILLING DETAILS:-

• Avg. Daily Units :- 38.82/6 months = 6.47 Units;
• No. of Units For 30 Days @ 6.47 Avg. Daily Units = 194 Units;
• No. of Units For 31 Days @ 6.47 Avg. Daily Units = 200 Units.
For example, if September, 2014 and January, 2015 billing details are observed, you will come to know how I am unnecessarily charged extra:-

Billing charges would be for 35 days, for 226 Units Billing charges would be for 30 days, for 194 units @6.47 units / daily average.

• If the Billing Staff take readings exactly for 30/31 days, I would be charged for 194/200 units respectively in a month;
• If the Billing Staff take readings beyond 31 days (which is not my fault), my consumption exceeds 200 units, and unfortunately, the billing tariff changes from “ up to 200 units category ’’ to “ above 200 units category ’’ and the first 200 units also are charged at higher slab rates, WHICH IS MY REAL GRIEVANCE.
Therefore, it is clear from the above statistics that if the Billing Staff take meter readings exactly for 30 / 31 days in every month, I would not be charged unnecessarily excessive. For no fault of mine, I was charged @ Rs.386/- and Rs.328/- excessively in the above two months. This has happened even in other months also. Thus, I was aggrieved.
In view of the above facts, and to overcome this problem in future, I have the following TWO SUGGESTIONS, viz.,:-
1. TO INSTRUCT THE BILLING STAFF TO TAKE READINGS, EVERY MONTH, FOR EXACTLY 30 DAYS;
2. IF THE STAFF CAN NOT TAKE METER READINGS EXACTLY FOR 30/31 DAYS, AND THE BILLABLE UNITS EXCEED 200 UNITS, AND THE BILLABLE DAYS ALSO EXCEED 30/31 DAYS, LET THE ELECTRICITY BOARD CHARGE THE CONSUMER FOR THE FIRST 200 UNITS AT THE TARIFF RATES APPLICABLE UNDER THE CATEGORY “ UPTO 200 UNITS ’’ AND IN EXCESS OF 200 UNITS, AT THE TARIFF RATES COMMENCING FROM “ 201-250 UNITS @ RS.6-38 ’’ AND ONWARDS, UNDER THE CATEGORY “ABOVE 200 UNITS’’. THUS THE CONSUMER WILL NOT BE CHARGED UNNECESSARILY WHICH IS REASONALBLE AND JUSTIFIABLE;
3. OR, REMOVE THE THIRD CATEGORY `ABOVE 200 UNITS ’ ; CLUB IT WITH THE 2ND CATEGORY `UPTO 200 UNITS’, MODIFYING SOME SLAB RATES REASONABLY.
I request the Hon’ble Chairman and M.D., to consider the above suggestions so that not only myself but all the consumers of the state will be benefited. I also request you to redress my grievance at the earliest.
NOTE:- I had already submitted my written complaint to the A.E., c/o Fuse Call office, Lalbazar, Thirmulgherry, Secunderabad-500015, on the above issue on 13-1-2015. The A.E., informed that this issue is not completely in his hands as the delay in billing takes place when the DATA receivable from ERO comes late. Therefore, also, I am filing this complaint before the Chairman & M.D., TSSPDCL.
