Substandard material of the dress

I ordered a dress for Rs.1799.00 but the worth of the dress will not be more than Rs.500.00. I immediately tried calling them but it went unanswered, then I send them a mail to which I have received no response till now. I have been trying their number, either it is busy or goes unanswered. This company seems to be a fraud. Now I am not aware as to what to do.
