Booking advance is not refunded on cancellation

Our hard earned money is stuck with the builder for the last 5 years. He has neither given us the flat nor has he refunded the amount. Running pillar to post to recover my money. Investing here is the biggest mistake of my life. Lately, I have been threatened by the builder to remove my review. Is there a way to legally recover my money whilst being safe?
