they promised me the possession in March 2013 and till date there are only walls constructed. They are not ready to pay the penalty or even not ready to buy back the flat. Please suggest the way to sue them. Also let us connect all and do some meeting and take some better decision.

SBP made the same March2013 Possession promise to me.
Its March2015 now, even now the dream seems way away from reality.
Also the quality of material and work is much lower than we expected .
We all need to get united to take actions.
Same with me. I booked flat in feb 2012 and they promised possession on June 2013 (clearly written in agreement) and i paid 90% payment before June 2013 as per their payment schedule written in agreement. I have already filed a case against this builder and fighting case since July 2014, as they were not replying when i ask them possession delayed compensation as per written in their agreement. Builder has been Ex-partee as they did not produce before court after sending many notices, summons etc. I will update you guys as i will get some further update from court.
